Standard PEI-Student Contract
In Singapore, the Standard PEI-Student Contract is a legally binding document mandated by SkillsFuture Singapore (SSG) for all students enrolling in Private Education Institutions (PEIs).
As of 2025, the most current version widely in use is Version 4.0, which became effective on April 1, 2024.
Mandatory Components
The contract must include specific schedules to ensure transparency and student protection:
Defines the course title, duration, qualification awarded, entry requirements, and holiday/examination schedules.
Provides a full breakdown of tuition fees and the mandatory instalment schedule. For EduTrust-certified PEIs, instalments cannot exceed 12 months of fees.
Lists non-compulsory or non-standard fees (e.g., application fees, uniform costs).
Outlines the specific percentages of fees to be refunded based on the timing of a withdrawal notice.
Provides diagrams and steps for the termination and refund process.
Key Protections & Rights
Students are entitled to a cooling-off period (10 calendar days) after signing. If a student withdraws within this window, they are entitled to a 100% refund of all fees paid, regardless of whether the course has started.
PEIs must provide FPS to protect unconsumed course fees against risks like school insolvency or regulatory closure.
Students must sign this separate note before the contract to acknowledge they understand their rights and the PEI's policies.
Signing Requirements
Students under 18 years of age must have the contract signed by a parent or legal guardian.
The contract must be explained in English or the student's native language. In any dispute, the English version prevails.
Any changes to the original intent require both parties to sign beside the amendment on two original sets of the contract.
